For too long, Canada’s innovation policy has been weighted towards a simple formula: increase inputs like R&D funding and talent, and prosperity will follow. However, this linear approach has failed to address critical challenges like declining productivity, rising inequality, and climate change. In this talk, Tom will explore why this input-driven model has failed and how it has contributed to both Canada’s well-known innovation paradox and our underappreciated policy paradox. Tom will make the case for a shift toward an outcome-driven, inclusive innovation agenda that moves towards ensuring innovation translates into tangible benefits for all Canadians, in all regions, and across all sectors of society. This requires a fundamental rethinking of our approach, one that prioritizes societal impact alongside economic growth.
